It is originally from Friends S1 Ep2
Monica: Actually, we were going to have lasagna
Mr. Geller: Oh I love lasagna.
Monica: Well we’re not having it.
Mrs. Geller: Then why did you bring it up? You know how he latches on.

But there isn't an enough explanation for this..

Re: What is the meaning of "latch on"?

latch onto - definition. American English definition of latch onto by Macmillan Dictionary

    2
latch onto something to immediately become very interested in something that you discover
The media latched onto the rumor and reported it as fact.

Now Mr. Geller will be talking about lasagna for a while (latching onto the topic of lasagna) and I guess his wife finds it annoying.

Re: What is the meaning of "latch on"?

    "Oh latch onn, latch on..."
    Fats Waller 1933.
It meant for the other musicians to join in, usually at the end of the song.

I don't know. I'm only going by the dialogue you provided. I never watched the show.
