[Vocabulary] I do not understand the meaning of "tenders" in this context

Hi all. I am currently learning English using the Anki flashcards program. Whenever I come across a new word I look it up and add it to Anki. However, today I came across the word "tender" and I do not understand it. I cannot find any definition of the word in context. Could someone please explain it to me.

The sentence of context is as follows (slightly altered): "France fears that Israeli access to CERN tenders could affect France's hi-tech industry.". The article from which the sentence was taken is here:
