    Default Time - half Vs two quarters

    Can we say "two quarters" instead of "half an hour" regarding time and is it a proper expression that "it's two quarters past eight"(08:30)"?

    No, don't say that.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    In talking of duration, we can say 'three quarters of an hour' as an alternative to 'forty-five minutes'.
