    "Tyrant avoid my sight, monster compact of spite, who rules by fear and force."

    what does it mean by "monster compact of spite"?


    "who" modifies spite or tyrant or monster (or is monster an adj here then)?

    It's from the script of "Julius Caesar" by Handel.

    Both. 'monster' functions as a noun.
