    The traffic light changes color too fast.

    1)The traffic light changes colors too fast, we need to create a system to slow down the traffic light changing time.

    2)The traffic light changes colors too fast, we need to create a system to slow down the traffic light from changing color too fast.

    Just say it changes, not that it changes color.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
