    to have adoption records on file. ?

    Is to have adoption records on file describing "the courts"? or is it the purpose of the subject "you"? I mean does it mean "you count on the courts to get adoption records on file"? or "you can count on the courts which have adoption records on file"?

    a ghost (mentioning about adoption records)- akthough, from what i've learned over the years, you can always count on the courts to have adoption records on file. Getting to see them is another matter.

    My adoption records are on file at the courthouse.

    This means that legal adoption records have been submitted and are in the governments database.

    It means that you can be fairly certain that the courts will have the adoption records on file.
