Default Older To or Older Than

Someone in my office today said that: " He's older to someone by 1yr"

I know it supposed to be: "He's older than someone by 1yr"

Which one is correct and appropriate?

Than. 'To' may follow 'older' immediately, but then it's attached to another verb:

Only 15, Officer? I swear she looked older to me.

Do you say "He is a year older than her" to mean "He is older than her by a year"?

    Yes. He's 22 and she's 21. He's a year older, she's a year younger.
