    Default took a shot

Please explain the following in bold more easily.

Larry Ellison ... may not buy into that concept. During the first quarter of 2001, he took a much-publicized shot at Microsoft for lowering its earnings forcast.

Is this saying "he openly criticized Microsoft because Microsoft lowered its earnings forecast"?

    Thank you.
