Default establishment of the Pulitzer Prizes in his will.?

Is it his "testament" that you write right before you die or willpower?

ex)Joseph Pulitzer was born in 1847 in Maki, Hungary. He immigrated to the United States....He became dedicated to improving the quality of journalism in America, and donated $1 million to Columbia University to found a school of journalism. However, his most significant contribution was the establishment of the Pulitzer Prizes in his will.

Doesn't it have any chance to be interpreted as "by his willingness(wish)"?
Don't you ever use "in one's will" as "one's willingness"?

No. "By his will" perhaps, but not "in his will."

This is clearly talking about his Last Will and Testament.
