    Neither sentence is good English. Possible sentences are:

    I hope this topic helps me.
    I hope this topic will help me.

    I wish this topic helped me.
    (But it doesn't.)
    I wish this topic would help me. (But it doesn't/won't.)

    (1) I think that you need to use the verb "to hope":

    (a) I hope (that) this topic helps me.

    NOTES: (i) The "that" is not necessary, but I respectfully

    suggest its use -- until you learn when it is necessary and when

    it is not.

    (ii) "helps" because "topic" is the third person.

    Regret, but not necessarily sorrow - in those constructions.

    There is no regret in:

    I wish you a merry Christmas.

    I wish to apply for promotion.

    and the tense of the verb that comes after each.
