Even a fairly old fashioned speaker of BrE would rarely use these:

    I have not a car......Have you not a car?....He has not a car.
    Has he not a car?....I had not a car............Hadn't he a car?
    Had he not a car?

The most common forms in spoken BrE are:

    I've got a car......I haven't got a car......Haven't you got a car
    He's got a car......He hasn't got a car.....Hasn't he got a car?
