    business of jurisdiction

    Please help me understand the following in bold.

    In many places in the world, transnational corporations are being asked to take responsibility for civic society. Corporations cannot be in the business of jurisdiction, of course, but they are being called on to support an economic base and democratic process...

    Does this mean "corporations have no rights to enforce laws"?

    I think it means:

    Corporations have neither the obligation nor the ability to enforce laws
    in areas where they are resident
