"Believe" / the perfect tense / passive voice

I argued with my colleagues about the use of the verb "to believe" with the perfect tense in a passive sentence.
We agreed that this verb is commonly used with the simple tenses, namely the present (it is believed.) and the past (it was believed.) However, we could not agree about the possibility of using it with the perfect tense (It has been believed. / It had been believed.)
    Please, I need some calrifications.
if there's any other verbs which could be similarly used, I would be very grateful if you mention them.

Can "believe" be used with the perfect tense in a passive sentence?

    Thanks in advance.

It can but the context would be quite formal. Example from BBC - Machu Picchu ruin 'found earlier'

Until now it has been believed that Hiram Bingham, an American academic from Yale University, brought the Inca city to the attention of the world in 1911, although local people clearly already knew of its presence.
