*have on brown suit can be in past tens: *had on..... or they don't change?... where should I read about it.

If I understand your question correctly, it's like this:

Today, I have on a brown suit.
Yesterday, I had on a blue suit.

;-) Yes it was my question...i did not know if the time change the verb to have in this case (expression idiom)

I had never considered "to have on" an idiom before. Even in idioms, however, the form of tye verb is most likely going to change with the person and tense.
