    It means "It's not my responsibility" or "It isn't/wasn't my fault" (depending on context).

    It could, yes. I would have included that in "It's not my responsibilty [to do whatever the subject of the conversation is, whether it's a decision or something else]".

    That would lead to "That's not down to me to decide, is it?"

    Thanks, ems. I thought it was implied in "it's not my responsibility" but I needed reassurance.
