    when+ever

There are good odds that I've misheard it. But would this question sound OK?

"When has it ever been a problem for you?"

I understand why. But most grammar text-books say that a "when ....." question is supposed to be followed by the past simplle tense?

"When has it ever been that you said.........." OK ?

    Re: when+ever

But "When has it ever been said that ...?" might be possible.
