Does "caught in" mean stuck in rain or just meet rain?

"Meet rain" doesn't make any sense.

They were outside in the rain with no shelter to keep them dry. That's what being "caught in the rain" means.

Does it mean "they couldn't move because of the rain" or "just be bombarded by rain"?
What is the nuance of "caught in" in this case?

It means that you are going to get wet. It has nothing to do with not being able to move.
