    Reduction In/Of

    a) "And a fast reduction of troops could allow the Taliban, which is stalled but not destroyed, to regain power it recently lost to the surge."
    b) "Barring another major terrorist attack, Democrats say, Mr. Obama has to show at least a significant reduction in troops overseas by Election Day."

"Reduction in something" is equal to "reduction in something"?

I wouldn't use either. I would say "...reduction in troop numbers..."
