    Smile Can the phrase omitted ?

    Can the underlined verb phrase be omitted in the sentence "Usually, at least a decade should pass so that proper impact and environmental assessments can be carried out and public concerns can be addressed"? If yes , what is the grammar rules backing it?

    Can it be omitted without affecting understanding? If so, and I would say that here it can, then it's OK.
