    Even Turkish Islamists appreciate the and recognise the spaces of freedom offorded by the rule of law as compared with government on the whim of a single individual...

    What does ON THE WHIM mean here

    i think these definitions can be helpfull to solve your problem:

    (1)A sudden or capricious idea; a fancy.
    (2)Arbitrary thought or impulse: governed by whim.
    (3)A vertical horse-powered drum used as a hoist in a mine.

    in my opinion this sound better :An impulsive, often illogical turn of mind:
    eg :he bought the house on a whim.

    Yes; in this instance, "government on the whim of a single individual" means "government that consists of arbitrary exercise of power by a single individual".

    An "absolute monarch" is not restricted by law, and so may act as he pleases. His acts may be the result of careful thought, or they may be the result of a "whim".
