Default They haven't returned my call for a full report

Apparently some 3,000 people reported such scams last year, but too few of these are brought to justice. The police haven't even returned my call for a full report.

    Have I understood it right?

She called the police asking for a full report about her case, but they didn't call her back.

    Thanks.

I think it means that she contacted the police and asked to make a report, but they haven't rung her back to ask for a detailed account of what happened.
