    about time too

    Can anyone tell me where the term" about time too" is exactly used?

    I will try here.

    1)A: you got promotion.
    B:it is about time too.
    (is B trying to say that he should have got this promotion earlier itself?)

    2) It's about time too that women's were(can we use present here) treated the same as men's.

    "It's about time women were treated the same as men." This is better.
