'drops 3%' the same with 'drop by 3%'?

I wanna ask the teachers, whether an index 'drops 3%' is the same with 'drops by 3%'?

    Yes.

As we are trying to give models of good English in this forum; please avoid informal written forms such as 'wanna'. Use 'want to'. Thank you.
