Could somebody clarify this: What is the correct usage - I bet you a thousand dollars, or I will ( i´ll ) bet you a thousand dollars.

The answer to your question depends on the situation. "I bet .." is making an offer of a bet; "I'll bet ..." is expressing your willingness to bet.

So if I am making a bet against somebody, it is always correct to use the I bet you a car or any other noun?

Yes. Only a pedant would consider whether you should have said I'll bet.
