    Former or Ex-

Former Director-General Tanaka's remarks were outrageous and could not be tolerated at all.
Ex-Director-General Tanaka's remarks were outrageous and could not be tolerated at all.

Which one is better, "former" or "ex-," if Tanaka was the last Director-General who recently resigned?

I would go with 'former'. "Ex" is OK but less formal than 'former'.
