    NOT A TEACHER

Let's say that a man has one college degree. Let's say that he becomes

    president of the company.

Let's say that a woman has two college degrees. Will she become president?

According to the saying, the answer is NO. Although she is twice as good

(she has TWO degrees; he has only degree), she will go only "half as far."

That is, she will become only a manager, not the president.

P.S. Of course, this is only a saying. Today many women have top jobs. And some

countries have female leaders (Germany, Argentina, Brazil, etc.).

It's a commentary that society doesn't value women the way they value men, especially in the workplace. Two people with equal degrees and experience should have the same opportunity. Not that long ago, at least in the US, the man would often get the better job simply because he was a man. The woman had to have more experience to be considered "as good." This now (thankfully) is a somewhat outdated statement where I live.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
