    What does "by" mean here?

    up to and including a given point:

    by age 35 - up to the age of 35 (including 35) but not beyond.

    So, when it says "by age 35", does it mean from 30 to 35 or from 0 to 35?

    Anything before 35 when the couples are sexually active and think of starting a family. It's not important when they start but how many of them fail to conceive by the age of 35.
