"The Libyan authorities have recently reiterated that existing contracts would be honoured provided that such contracts have been properly entered into." (Doing business in Libya after the 2011 revolution)

I would've written "were entered into" instead of "have been entered into" since past completed events are in question. How about you?

It's probably a typo, but you seem to have left out the word "properly".
I too would say "were properly entered into."
But remember, this comes from a blog and you can't expect bloggers to be held to the same standard of usage as writers for the NY Times.
