    Smile IPA phonetic and diconnary phonetic

    hi at all i'm studing english phonetic
    in the word boot i've found in this website
    Symbols for American English Vowel Sounds
    that the sound oo is write as UW as IPA
    but in diconnary it write buːt/

    can you explain me why this difference
