    It does. Having seen the length of the benefit queues, some people are quite likely to stamp off in disgust. This is arguably not a phrasal verb though: someone who stamps something out doesn't stamp tout sec, whereas someone who stamps off does stamp. The "off" simply says where they stamp (away from the object of disgust or annoyance).
