    Default facial recognition-lite

I read a passage as written. I am confused by the underlined part. Please explain it to me. Is the underlined part "given that" the past participle phrase simplified from adjective phrase "which is given that..."?

But even this facial recognition-lite alarms privacy advocates, given that it could greatly popularize and expand use of the technology.

"given that it could" = "because it could" = "when you consider that it could" = "when there's no guarantee that it won't", etc.
