Default Except Thursday when it closes at 4:30 (toeic)

Wilma's Hair Salon is open until 6:00 every day except Thursday ___ it closes at 4:30.
    1. when
    2. while
    3. as
    4. whereas

I thought the answer is #3 because "as" has the meaning because or since. Am I wrong?
The answer key says the answer is #1.
I think both #1 and #3 can be the answer. Do you think so?

You may have a valid point, but these questions ask for the best response and that is clearly "when." It's giving a time. The time is when it closes.
