    Is 'at the scene' needed?

    The commotion at the market continued. The police finally arrived at the scene.

    I have joined the sentences as follows.

    The commotion at the market continued until the police arrived at the scene.

    I wonder if at the scene is needed because once the police arrived, it is understood that the police officers were at the scene.

    No, strictly speaking it is not necessary. I find it OK though.
