What does "openly despicable" mean?

Shouldn't you be providing the context?

To me, "openly despicable" might mean "purposely mean and wants everyone to know it".

Bob was being openly despicable when he kicked the neighbor's dog while we were talking.

First, thank you for giving your thread a meaningful title. That helps a lot. So many people just say "A question" or something equally vague.


Shouldn't you be providing the context?

I completely agree with this. There is no point in our coming up with an example to show a phrase or word combination. It's much more useful to use this forum to ask about words, phrases, or expressions that you have seen but you don't know the meaning or you don't understand why it was used in that context.

Providing us the context in which you see a word/phrase used will be very helpful.
