The sound at the end of the word 'air' is not a true consonant in most varieties of English, even when followed by a vowel sound. The 'meaning' of any transcription can be understood fully only by reading the transcriber's notes.[FONT="][/FONT] Three dictionaries may well use different symbols for sounds that are pronounced in exactly the same way.Hi but the problem is the sound is air so here r is used as consonant but in my course or prounicitation jenifier ESL, it is used as vowel so the sound ɝː (cambride use this sound also).

Which Cambridge Dictionary are you talking about?In a Cambridge dictionary they use /r/ when it is a consonant and /ɝ/ when it is vowel,spacebut in 'air' r is a vowel !
You need to say which dictionary you found it in if you want us to comment. Without that information, we do not know what sound the compiler of the dictionary intends the symbol to represent.I've found /ɝ/ in mother when it American pronunciation.
