The translation goes "she extended(stretched) her hand upward", but I think "reach up" can mean "stand up".
Does "reach up" mean "stretch your hand" or "stand up"? If it means "stretch your hand upward", the mom should be much taller than she.

It certainly means to stretch your hand up - of course you might also stand up, to increase your reach, but you can reach up or out from a sitting position too - and given that the girl is only three, the mother will indeed be much taller.
