A student, Kevin bullied Bill, and as a result, he ended up having his arm broken. So he deserved the injury. What goes around comes around. Is "had it coming" an idiomatic expression? What are its synonyms? Someone asked me why it had such a meaning, but I couldn't help but explain he has to memorize as it is.
ex)I think it is. According to your summary, Bill was blamed for the fight. Kevin was the victim and ended up with a broken arm. But you might say Kevin had it coming.(= Kevin was blamed for the fight.)
