I'm working on some audio transcripts. These are the part I can't hear clearly. Click the link and you can listen to it.

It's about Titanic. I have already Googled it. But it came up nothing about the part I don't understand, so... hope it will be solved here.
That gluts the housing market with too many homes, and it can push down prices, though ****** some investors to buy up thousands of these properties in bulk and convert them into rental homes.
This is about the US housing market. Google also came up nothing.
