    The exact meaning would vary from legal system to legal system, but the UN has its Universal Declaration of Human Rights. If it goes against the rights there, then you could call it an abuse:

    The phrase has itself been used, misused and abused in recent years. You will find that people who, for example, are caught without a ticket on a train and are fined for the offence start to claim that their "human rights have been abused". I can't grasp what possible basis they think they have for this argument but a lot of people seem to think that their human rights include the right to do whatever they like, whenever they like, regardless of the consequences or the effects.
