    Does 'forward look' mean the same as 'forward looking'?

    Does forward look mean the same as 'forward looking'? Or is there any difference if 'forward look' is changed into 'forward looking' in the sentence below? I'm thinking both two are nouns, but not sure.
    Our 50 year forward look at water for the region identified a shortfall for Hamilton. (I got this sentence from an old Newspaper.)

    "Forward look" is not a phrase here and it does not mean the same as "forward looking."

    Our look at water for the region. Our (50 year forward) look at water...
