Is this "that the US government perceived a need to end the conflict." the result of "they were able to convince enough people of their case"? Or is "that the US government perceived a need to end the conflict." an apposition(equal clause) of "their case"?
I mean, is it like a "so~ that" clause that has a cause-and-effect composition? I have learned "so ~ that" or "such ~that", but not "enough ~that", but "enough" also seems to work.

ex)Minorities are very influential when they are persistent and consistent. They need to make their case repeatedly so that people can see its continued relevance. ...In the case of national wars, these minority influences make take considerable time to have an effect, but over time they begin to challenge the generally held belief that the war is justified...It took several years, for example, for the minorities opposed to the US war in Vietnam to have an effect, but eventually they were able to convince enough people of their case that the US government perceived a need to end the conflict.

The convincing of enough people caused the US government to perceive a need to end the conflict.
