Attending an English class of 6 to 10 students, three day a week is the best way.

The best book? I think "Interchange 3rd edition".

Different people learn in different ways, but for most there are no shortcuts to learning languages. As suggested above, small classes and plenty of them is the best way. Learning a language takes time and a lot of practice.
