Dear whom it may concern:

I am in search of an exciting challenge for my career, and XXX position has come to my attention.
With two years of experience as a research associate at a nonprofit organization
after completing my doctoral study in XX, I believe that
my skills and training would make me an excellent candidate.

Over the course of my doctoral and postdoctoral training, I have
gained various skills as well as expertise in XX that will be useful for the position. Some of my
published papers involved literature reviews and translating
sophisticated results from mathematical and computer modeling into
useful suggestions for policy makers. In numerous occasions, I
assisted my academic advisors in preparing grant proposals funded
by XXX. My postdoctoral training
involved collaboration with researchers and policy makers from
XXX and I had an opportunity to assist my advisor in
organizing a meeting to collect information onXXX from some 30 renowned scholars all over the world.
In addition, I am proficient in written and verbal English and
competent in written and verbal French. Last but not least, I
dedicate myself to XXX and will bring my
enthusiasm to whatever task I would do.

I believe that I have acquired a skill set and enthusiasm required
for the position. Should there be any more necessary skills, I
will work diligently to master them. Thank you for your time and
consideration. I look forward to hearing from you in the near
future.

Sincerely yours,

Reading your cover letter is like pushing a river upstream. If I were you, I will arrange the words and sentences into a flowing composition. You can start like this:

In search of a career challenge, I find the position of xxxxx exciting.
I worked for two years as an NGO research associate and in the completion of my doctoral study, I believe I will be an excellent candidate for the position.

(I think you can continue from here. Your first paragraph implies that you have not completed yet your doctorate. But the next paragraph implies something else. Point is, make your cover letter as concise and straightforward as possible. You do not need to put so many details because your employer can find them in your resume.)
