    Until solar and wind can provide reliable 7x24 baseload power, neither will provide a significant portion of our energy supply.

    Does this refer to "7 days a week, 24 hours a day"?

    Yes, but I'm more accustomed to seeing it as 24/7.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
