Hi,

The collection of ancient Egyptian art is located on the ground floor of/in the Winter Palace

I would choose "in" as a correct preposition here, but I'm not completely sure. Please suggest your choice.

I would opt for "of" because the ground floor belongs to the Winter Palace.

It does, but as far as I know we often use "in" when speaking about locations like "the biggest museum in St. Petersburg" rather than "the biggest museum of St.Petersburg". Isn't it the same in my sentence?

No. It's located in the Winter Palace, but on the ground floor of the Winter Palace.

It is also located in the Winter Palace on the ground floor.

In other words, the order of the phrases matters.
