In British English the word is normally pronounced /ˈvɪkə/. Why do you wonder at this? Many vowels become schwa-like in unstressed syllables.
I mean is it not r-controlled?
But if you want to know how "vicar" sounds, your best bet would be to listen to how it's pronounced by native speakers. That page about the "r-controlled vowels" doesn't really contain any terribly useful information.
