    time clauses

    1-They decided to fire him when he made his third mistake.


    Can't this sentence mean two things:
    a-When he made his third mistake, they decided to fire him.
    b-They decided that when he made his third mistake they would fire him.

    As it stands, with no other context, I believe it can certainly mean both things.
