Can you help me with these crazy questions?

Hello. I'm doing tests on grammar and having trouble with one task. The task is to "make questions from the words listed", but it seems like there're too much words for one question. I can't guess what they may be. (I think you can choose the grammar form of the words.)
    1) 1. understand
    2. I
    3. you
    4. was
    5. why
    6. upset
    7. did
    8. waiting

I made out smth like "Why did you understand I was waiting, upset?", but it still looks like nonsence to me.

    2) 1. for
    2. open
    3. is
    4. to
    5. the
    6. she
    7. shop

I wonder what "for" is for here.
    Please help.

This sentence is indeed nonsensical. I'm actually having a hard time putting together a sentence using these words. Also, I'm not sure if this is really a good excercise. The best I can come up with is, 'Did you understand why I was upset waiting?'
