The preposition of place

Hi,

What is the correct preposition to precede a village, district or division, "in or at"?
1. Alec is living at Kampung Berangan. (village)
2. Many unexplained things have happened at Lawas. (a district town)
3. At Limbang (division), people have been living in harmony despite the racial differences.

The state that I'm living in is divided into nine divisions. In each division, there are districts governed by different councils.

We'd use 'in' for all three in BrE. You might occasionally hear 'at' if the name of the town, district, etc happened to be the name of the railway station or airport.
