    Default Will in headlines

    Dear native speakers,

    Regarding my post about using "will" in the headlines, today I saw this headline. What you said in response to my post was that "will" is used instead of "to" if there is enough space, but I think in this headline space is also important and it would be better to use "to" for "will". Why do you think here "will" has been used? I have also provided the lead paragraph for more clarity.

    Sacrileges Will Further Cement Hajj Solidarity

    Minister of Culture and Islamic Guidance Mohammad Hosseini said in Sunday Muslims would more actively attend this year’s ‘Disavowal of Pagans’ march during Hajj rituals to show their hatred against recent insults to the holy Prophet of Islam (PBUH).

    PS, with regard to the spacing, it's not a rule- spacing is flexible and often has to take many factors into account.
